The project includes a request for a new:
- Area Plan,
- Specific Plan and
- Infrastructure Master Plan (IMP).
The County is preparing an Environmental Impact Report (EIR) for the three plans.
The Area Plan provides a framework for the design of Gateway Village and establishes General Plan designations for the project.
The Specific Plan will ensure that the area develops in a coordinated and comprehensive fashion by providing design concepts, zoning, and development standards to implement the planning vision established in the Area Plan.
The IMP serves as a master plan for infrastructure improvements (water, wastewater, circulation, etc.) needed to support the Gateway Village development. It provides a level of detail sufficient to evaluate subsequent development proposals within the project area. It does not contain complete design details for all necessary infrastructure but rather serves as a guide for the County and other agencies (such as Root Creek Water District) to use when evaluating future land use entitlement applications.
Gateway Village is located in southeast Madera County. The Specific Plan area covers approximately 1,973 acres. The project site is bordered on the east by State Route 41 and the community of Rolling Hills Estates, on the north by Avenues 12 ,12 ½, and 13, on the south by Avenue 10, and on the west by Road 40.
