The project area lies within the Root Creek Water District (RCWD), a California Water District formed in1996. RCWD will provide potable water, wastewater collection and treatment, and stormwater services for the project. All facilities required to produce and distribute water, collect and treat wastewater, and collect storm drainage will be funded by the project but owned and operated by the District, which is governed by a locally elected public board.
