Project Description

The City of Indio, located on the east end of the Coachella Valley about 130 miles east of Los Angeles on Interstate 10 is a rapidly growing community with a population nearing 85,000. Many new developments have been planned around the City and in order to accommodate these new developments the City of Indio proposed to annex approximately 1,000 acres located north-west of the City's jurisdictional boundaries, commonly referred to as the Westside Annexation. In 2005 the City of Indio selected a team led by Hogle-Ireland's Paul Ireland to prepare an application and conduct a comprehensive outreach program for the incorporation of the Westside area.

One of the major stumbling blocks the project team encountered was determining and keeping an inventory of the residents and landowners that were opposed to and in favor of the annexation. By utilizing an interactive project website and Geographic Information System (GIS) technologies, the project team was able to keep an up to date map and spatial data base of the resident's opinion regarding the annexation. These technological advances were utilized to pinpoint certain neighborhoods that were predominately opposed to the annexation and allow the project team to concentrate outreach efforts towards these distinct neighborhoods. By employing internet and GIS technologies the project team was also able to locate areas where residents were predominately supportive of the annexation and create "neighborhood support groups". These "neighborhood support groups" consisted of several citizen volunteers who were provided a packet of outreach materials and encouraged to speak with their neighbors and friends. The use of internet and GIS technologies for the Indio Westside Annexation proved not only to be effective but saved the City a considerable amount of time and money.
