Unlike all other elements of the General Plan, the Housing Element must be updated on a regular basis and must be certified by a State agency (the Department of Housing and Community Development, or HCD). With the passage of SB 375 in 2008 , the benefits of having an up-to-date, certified Housing Element increased. We have the expertise to prepare your Housing Element and help develop subsequent implementation programs, which is important for the annual reporting process.
Hogle-Ireland, Inc. has developed expertise in preparing tailored Housing Elements that reflect a community’s policies and philosophies, respond to complex State law, and can be certified by HCD. Our staff has prepared Housing Elements for numerous clients that reflect current State law and provide local decision makers, developers, and the public with information needed for policy decisions.
The Housing Element is required to assess housing needs, constraints to the development of housing (and especially affordable housing), and the resources and land available to meet each jurisdiction’s regional fair share of housing needs. Considering these factors, the Housing Plan, which identifies goals, policies, and implementation programs, is developed.

We have working relationships with multiple HCD reviewers and other housing experts to facilitate innovative housing solutions and smooth review processes. We also offer the in-house ability to complete required CEQA documentation and, if needed, circulation assistance.
